Mass Save is a collaborative of your local electric and natural gas utilities. For Framingham, this means that Eversource is the utility responsible for overseeing the energy efficiency programs and administering their portion of the state energy efficiency funds. Their vendors deliver the actual services - from home energy assessments to insulation and heat pumps.
